It did, but it was also the only scene in the entire episode that wasn't stills and mouth flapping. Everything else was really stiff.

I took it as setting the premise for the arson theft control, I wouldn't judge the first episode based on the lack of action. It is adapted from a 60s novel after all, after the setting is developed the pace should pick up.
