The early period right after the subspecies Holy Grails began was called the “golden era of Assassins”, where Assassins (Hassan-i-Sabbah) were a great menace (because, on top of their prana consumption being low, killing Masters was far easier than battles between Servants, so it might have seemed like easier work in its own way), but by the middle period, countermeasures against them were naturally taken and the Hassan boom fell into decline. It’s apparently a common sight for Masters who enjoy having their Servants fight each other to easily team up just as Assassin is confirmed to be summoned.

It is quite common in the subspecies Holy Grail Wars for the Servants to be unable to display their full power as much as in Fuyuki depending on the quality of the leylines, and, since the advantages and disadvantages of each Servant also becomes clear according to their level of fame in the land where a war takes place, it often turns into a competition to obtain the catalysts of local Servants.
For instance, a subspecies Holy Grail War in Greece would create a struggle for a “catalyst of Heracles”, and the magi who managed to get it would win… In other words, the whole thing seems to go full circle and turn into a simple battle of magecraft between magi in the end. As a cute one-time divorcee magus said, “Rather, the whole idea of fighting that macho guy in his homeland is seriously ridiculous in the first place.”
After the use of Heracles was forbidden as a result of that, the next war turned into a competition over the catalyst of Achilles, and so there has never been a proper Holy Grail War held in Greece. There exist terrible tales of Holy Grail Wars like this.

He's the only legit hero among them. The others are closer to being anti-heroes. or low level cursed heroes.

You severly underestimate Herk when he is outside of the Berserker class. Few heroes are able to get past God Hand, and Nine Lives is an amazing NP. He also has another EX NP unknown for now. His stats are extremely high and he is known in his legends for using his head more than his strengh to fight.

So you are fighting an incredibly smart Servant who has both an excellent defense with God Hand and offense with Nine Lives, on top of naturally high stats.

Adolf Hitler COULD have both Charisma and Incitement as skills, but they're not quite a noble phantasm. It is possible to have an army as a noble phantasm, but their actually needs to a be a bond between the leader and the soldiers, like Iskander and his men, or Darius and the Immortals. An SS Squad/Gestapo might be possible, but usage of guns are difficult to consider.

Perhaps, a crystallization of all the atrocities, mass murders, war crimes, gassings, luftwaffe everything he's done, could be condensed into a noble phantasm.

For other skills, I could see him acquiring Riding, if only specified to cars, or some sort of bullshit loophole to acquire a railway cannon. But again, modern weapons lack "legendary" power.

You're really underestimating the home ground buff. Cu in Ireland for example is a Herc/Arthur in Europe tier even without their ridiculous base stats or A++ rank sword beam.

The way Nasu's been running the ship lately is that if the story is "believable" (i.e. close to human myths), then rather than being pure fiction, then most likely a real (in-universe real at least) spirit inspired the author to write that story, and that story made them heroic by proxy.
This is the case for Phantom of the Opera, Dr. Jekyll, Frankenstein's Monster, and Sherlock Holmes at least. Dantes is a bit unknown.

The first few chapters are eh to shit, but it starts picking up once you get to London where the plot actually gets going. London introduces the overall story and bad guy, America takes a detour to show us some cool fight scenes and give character development, Camelot is Round Table wank with some foreshadowing and some pretty spectacular scenes like the introduction of King Hassan and Arash getting to be cool, and then Babylon and everything after goes completely balls to the wall.
