I enjoyed it because it was a race where it didn't take a whole episode to cover 100 metres. There's no Midousuji, but the majority of the cast come back for the film, it's pretty fun. You can skip the first half of it if you've seen this week's episode with the Onoda/Makishima stuff. Also gives Makishima good closure that the manga never really showed.
Depends if you want to see more Makishima than in the manga. Or just enjoy bikeboys and interactions between all the main teams in general. Like >>152045273 said, it's a nice closure for Makisihma before he leaves.
It bothered me a bit that the manga clearly states that Onoda and Manami did not interact after Interhigh, but the movie basically shits on that and puts them in the same race.

Feels a bit odd to have a character-introduction episode at the start of series three, but I suppose it makes sense since all the characters are a year older now.
Yowapeda is still a mediocre anime, but as a bike anime it's great. Makes me want to go train and ride hard for a couple of hours.
