It's literally the anime's fault. It got super popular and tumblr shitters got a hold of it and polluted the entire fanbase. Rei, had very little in the way of character development. Rather, she had character realisations. She realised she was human, truly human and she developed a crush on Shinji, then she dies. Then a new, separate Rei comes onto the scene and decides that the fate of the world should rest in Shinji's hands.

Asuka however, grows as a person, goes through heartbreak, confusion, depression, stress, physical trauma (and doesn't have the good luck to die from it) which leads to crippling depression, a coma, is disembowelled and THEN gets tanged.
Plus, it has been observed multiple times that Asuka has a larger fanbase, even by Anno himself. And Asuka sells more Merchandise, if you want to measure by that merit.

Misato invites Shinji into her house out of kindness but only offers it to Asuka out of mission requirements. She cries over Shinji when he comes back to life or whatever, but does she care when asuka falters? No, she just calls her a bitch and fires her.

Kaji doesn't bang her after she offers herself to him completely, and remember, there are less taboos in the Evangelion universe because of the drastically reduced population. And Asuka is a savant, well ahead of her years.

Shinji won't pay attention to her, or even hold her when she kisses him.

And through all this, she still does her job and tries to be friends with others. She invites Rei to dinner, she saves Shinji and waits for him when he is in the hospital.

All she wanted was a friend and she poured her little heart out to get it, but no one would pay her any heed.
