Yes, though as others have said it depends on how deep the cut is, the cut could have only nicked or missed the important bits which is totally survivable. If you go all the way to the external vein it might be survivable with compression and quick medical treatment. If you go down through the muscle to the artery/internal vein you are gonna bleed out in 30 to 90 seconds no ifs ands or buts.
