I don't think it was ever explained, but it does seem that Alucard only ever used as much power as was needed to dominate a fight, but not more. So if you attack him with a power level of 100, he'll fight back with 1000. You attack with 1000 he fights back with 10000. So maybe if Hellsing came at him with only the power of a regular human, Alucard fought back with only a tad more power, and "lost".
