1)Humans (most of them) are cool. They dindu nuffin, they don't know tanuki are sentient.
2)Tanuki have the minds of prey animals not predators (more about fleeing than fighting) / don't want to to kill humans / etc (not specified exactly, but isn't exactly unthinkable that there is a logical explanation).
3)Benten (and one other dude iirc) is a mentally fucked-up (not completely because she still feels some remorse). In fact it's pretty rare to have characters who do things unacceptable to us that aren't grotesquely evil so maybe it bewilders Burgers.
4)It's at least partly surrealistic (I think), so "plotholes" or "retarded actions", etc. are intentiona. I don't really like this type of stories either, but I got used to it after reading a few books which are like that.
5)It's anime and everybody knows that Elevens are retarded （笑）.
