It's not just the FPA, everyone except for Yang and Reinhard and the people working directly under them are fucking retards.

My interpretation is that the entire OVA is a documentary series biased towards Reinhard. So of course Kircheis is a literal angel, Reinhard is a god saving the Empire from incompetent idiots, Yang is a worthy rival and his godly abilities are the only reason he could compete with Reinhard, and the FPA was an evil corrupt place that deserved to be destroyed. Also the Earth cult was totally just a bunch of lunatics with no reason or justification behind them and they all deserved to die.

Totally unbiased documentary.

This is silly, since the situation clealry bred the type of people you saw in that show. Both the FPA and Empire were fucked from the inside and the history leading up to their current state was a big fat mess too.

I got the idea that it was almost a miracle that Reinhard/Yang met the people they met and got them together to achieve their ambitions/goals.

Also both Reinhard and Yang were really flawed individuals.

The anime isnt trying to show how monarchy is best boy, it just tries to unbias the viewers of the perception that democracy is the supreme human gonvernment tactic. In reality corruption and media propaganda allied with the uneducated masses distort the pretty theory on paper.
LOTGH is basically shouting "Democracy is rigged, we need a new system" and the best way the authour could do it is contrast it with a previous also unsucessful politic but in an ideal scenario.

Empire was stagnant and nepotistic. Reinhard cleansed it and replaced nepotism with meritocracy.

FPA was incredibly corrupt and remained corrupt through much of the story because it didn't have its own Reinhard to clean it up.

That's really it. Before Reinhard's takeover, Empire was objectively worse than FPA.

The author is not exactly a royalist. He did not write a monarchy at its best and have it take on a democracy at its worst as a way to sing the praises of despotism.
As good as Reinhard may be as a ruler in his own lifetime, Tanaka dedicates the prologue to the entire series to the idea that both a monarchy and a democracy can end up turning into shit over the span of a few generations and stay that way for centuries wating for an exceptional historical event to shake them out of it.
On the plus side, there are plenty of examples for the positive effects of friction or coexistence between the two methods. can see that war with the Alliance causes enough of a stir in the Empire to allow Reinhard to rise to power; and that the FPA's military organization allows some significant power to be kept in the hands of competent non-politicians who proceed to save the Alliance from itself a few times.
One may even project that the likely Hong Kong-ified remains of the FPA and Iserlohn Republic would serve to mellow out the absolute monarchy of the empire; either helping it transition to a constitutional monarchy over the course of Hilda's regency, or having a role more like Hari Seldon's Foundation in bearing and incubating the seeds of a future democracy
