It's one of the best things of Antimagic. All of the girls are so best, it's actually unnerving. He could have ended up with anyone and he would have chemistry with his partner. That's how well developed it was on that front.

But yes. In the end Ouka was the one who saw more development. And she grew from the inquisitor edgelord into a truly lovable girl, not ever losing her core essence.
