Instead of looking at a power level wank fest the series has presented that even strong characters can lose in bad matchups. Atomic Samurai will always struggle against enemies that don't die from being cut. Does the fact that people exist that fulfill that condition make AS weak? No.

I would however say that Technology creates plateaus of power instead of curves of power like other ability sets. So Someone like Genos increases their power in increments instead of having an organic growth curve to it. It's a great way to power up fast but unlike abilities based on natural aptitude or physical limiters, there are stricter limits as to how high it can go.

Zombie man might be proof of this since his healing factor is borne from technology and is presumably as good as it will ever get. Unless someone finds a way to increase his healing factor with a new serum, he'll never get Lobos tier Healing factor no matter how hard he tries.
