Thing is, neither Mina or Naval Laser have actually shown their powers being used offensively and even if they were, neither are the type to use them at full blast with the intent to kill people.

In fact, Bakugou using his limit break on Deku early on was treated very seriously since there was a greater chance of injury if Deku didn't find a way to avoid it in time.

Deku was the only person that inspired All Might to go beyond the limits again. He was in a funk, and was unwilling to actually do heroics once he was close to his time limit. The sludge monster was straight up going to kill Bakugou, and All Might was just going to sit there as a shell of his former self, but Deku actually went to try and help, even though it was clear he had nothing to really guarantee he could help.

Deku showed All Might what it meant to be a hero again, after he lost his way, if even for a little bit. That's why he gave him One for All.
