That's a cours, 2 cours would be about 24, 3 cours would be about 36, etc. A single season can be anywhere from like 11 to 100 or more episodes.

Because the director cared more about the series itself rather than the money it makes.
The final episode ended with closure and 26 episodes was satisfying enough, not too little, not to much, it's the best number for non heavily serialised anime.

Actually CB does have two seasons. It got the "real ending" and the last episodes much later than the original air date. Ever heard of Mish Mash Blues?
