It's a true meritocracy.
There are people opposed to having a little girl let alone having one in a high position but the loli gets high marks, is effective in combat because magic is the biggest equalizer in fiction and the loli brings to the table "new" tactics or a "new" way to look at the battlefield that are superior to what they had before so denying the loli her ranks, despite achievements and work, because she's little girl would shit all over that.
If you aren't asking the in-universe explanation then the reason is because it's a gimmick to jack up your value in the already over saturated market that is isekai fiction, the worse thing about it is that the "Little girl/Guy gets turned/reincarnated into a girl" gimmick is already overused as fuck as well.

Germans do not have the capacity to learn anything besides war, hate and greed.

It's probably a matter of biology much more than history, but I would wager that the reason is their own brains. And as such to prevent a war on the scale of WW2 ever again the total genocide of the German race is the preferable utilitarian option.

Like, there were probably some damn good shots in Germany in terms of women, but they weren't snipers. To the Reich, women of quality were for supporting their men, and being barefoot and pregnant in the kitchen, and/or raising the next generation of citizens and warriors.
