That was pretty much to the point where the writers didn't give a fuck because earlier they had it explain why it happened based on the Action Field CrossOver.

So yeah, arguably Reiji started the whole penalty since Battle Royale in standard which only affected the Standard duelist disk and enhance it to a built in action field so whoever interferes while the field is on, people will get a penalty.
