I think it has to do with the choices the two girls made as much as anything. Kohaku tried to keep her plan limited to the people directly involved. Shiki was unaware of the situation so he was left out as much as possible by Kohaku. Sakura on the other hand betrayed the guy trying to save her even putting aside Rin and her servant. Kohaku's plan was simple revenge. Sakura was willing to sacrifice others to save herself.
