He had a chance to, and he was doing his best to simply blend in and be normal. Hayato couldn't do anything to him, until he actually murdered someone.
The murder of that couple showed that he was beyond rehabilitation. Even after he had died, he displayed ridiculous amounts of cruelty, so it wasn't a chemical thing. He just had a black soul and needed to go away.
