Kara no Kyoukai's movies 5 and 7 were around two hours long each. The TTGL movies were also both two hours long. I'm they can adjust the running time for each movie depending on how much plot they plan to put in it.

ufotable makes 2 hour movies when they're needed. They also made like 5 of the KnK movies in the span of 2 years.
If they make 1 HF part per year, they could easily be 2+ hours each.

Hopefully they split the content between movie 1 and 2 right because if they mess it up, movie 2 will be very boring. Just picture if movie 1 ends with the True Assassin fight, School fight THEN the forest fight. Movie 2 will be nothing but build up which won't work for a movie. We already know the third movie will be good since the last 25% is seen as the best part in the VN generally.

If you only animated the Bazett/Avenger half of the story and not the SoL stuff then you might actually be able to get a pretty solid movie out of it.
Of course you would run into plot issues about why Avenger does what he does etc but ultimately a lot of the stuff from Ataraxia's day time is just fanservice anyway.
