It appears that Dragons don't have as much means to use magic on themselves or other dragons as they could on humans. We see that many potions and medicines don't work the same cross-species. They don't outright say it, but I suspect that Dragons have innate magic resistance that they can't turn off. This means even though they have lost of magic powers, dragons still find it difficult to shapeshift. Tooru is actually unusually powerful for her race.

Also, it is implied that Earth has low mana in the environment. So they are weaker than back home. Humans from their world are also much more powerful, likely because of having magic in the environment they can harness.

Well I went and did some digging, and her right green eye is likely meant to represent Jade. Locoa is a god of wind and Jade is often associated with the Wind in Mesoamerica.

Fafnir is from Norse mythology. He was a powerful dwarf from a family of three brothers. His father was the King of the Dwarves and Fafnir guards the family treasures.
Odin, Loki and Honer accidentally killed and ate one of Fafner's brothers, who was in animal form at the time. Fafner, his dad and his two remaining brothers held Odin and Honer hostage until Loki got enough treasure to pay the blood price.

Loki, being the son of a bitch that he is, deliberately paid the ransom using gold that was cursed to kill the owner. Fafner thus killed his own father in order to keep all the treasure for himself, and ran away to a cave away from the rest of is family. He then turned into a dragon that guards the treasure, while spreading poison to stop people getting close. One of his own brothers then schemed to have him killed, raising what became the Dragon Slayer Sigurd/Sigfried.

When Fafner was dying, he warned Sigfried that his treasure is cursed. Sigfried told him he doesn't give a shit as he is mortal and was going to die some day. Better die rich than die poor.

Kanna is a thunder god of the Japanese minority Ainu people. She (originally a male god) isn't worshipped as such because Kanna is considered relatively hostile to humanity. The Ainu visits the island Ushishir, where Kanna suppose to live once in a while but doesn't settle there. The island is now part of Russia and the Ainu in Japan have trouble visiting it. You could say that Kanna is now homeless and hence is a refugee in Kobayashi's house.

We know that Tooru already know how strong her former enemies are, because she fought them. But Locoa being strongest makes sense, because she isn't just a wind god. Mythologically Aztecs believed that the world was destroyed and rebuilt 6 times already, and that Quetzalcoatl was the creator of the 6th generation humanity using what was left over from the 5th generation. Really, Locoa is no joke.
Tooru is almost certainly slightly stronger than Elma because Tooru had NEVER being afraid of fighting her. She is used to it.
