Many dub actors do have talent, but the ADR directors are terrible and/or won't do multiple takes. It's even worse now that there's pressure to dub a show as it airs. "Fluency" is very subjective. From Japanese standards, probably the majority are. The problem is that Japanese instruction in English is appallingly bad and centers more around reading comprehension than anything else, skipping pronunciation and conversational speech too often for an English speaker to consider the majority of them fluent at all. The lucky ones are the ones that get sent over to the US for homestays or manage to get into a school with non-Japanese instructors, they tend to come out with a much better grasp of the spoken word than their peers.

On the converse, at least in the US, the bulk of Japanese instructors are Japanese.
