That seems unlikely given that they just got out from under the thumb of an oppressive noble family that could manipulate memories and turn everyone in to loyal slaves. The military's primary concern is going to be dealing with the hostile foreign forces and the 2-5 Titan shifters who are trying to steal the Original Titan. There may be more to her than she lets on in the letter. She makes it a point to say that Reiner is watching her and even Hange asks if there is a hidden message when that panel is shown. We know she knows a language that Reiner doesn’t and that that language is just a mirrored version of the wall language. She could have easily put a hidden message in.
It’s been said that Ymir herself (in the guidebook so we know it’s her and not Fritz) holds a key to the story. I refuse to believe that all Ymir has in relation to the story is what we got in that letter.

Seriously, that last line is very telling.
“I can’t marry you yet.”
To your question, i do believe that there may be a hidden message. When Hange asks if there is one and Historia reads through we get a panel showing Reiner watching Ymir as she writes. We know that Ymir can read a language that Reiner can’t. We also know this language is essentially just a mirrored version of the wall language. She could have easily snuck a message in without Reiner realizing it.
Since the public still thinks EM are locked up, Historia could secretly send them and the rest of the SC out on a secret mission depending on whatever the hidden message is if there is one.

I’m not entirely sure.
Honestly, the only real way I see the story progressing at this point, at least in regards to the current conflict, is Historia sending the remaining SC out on a secret mission (because according to Hange the public doesn’t know that Eren was released). If Ymir’s letter does in fact have a secret message which I firmly believe it does, it could be where she is being held or some other bit of info that spurs Historia to get some kind of mission going.
This would also be the perfect opportunity to bring Annie back (perhaps Historia could help Eren get Annie out of the crystal using the coordinate) nad she could be persuaded to help them find the port Marlay uses.
This is all just speculation, though I’m more than confident that Ymir is still alive given we’ve gotten her letter and still no confirmation on her fate has been given.

But getting a fully functioning coordinate is kind of against what they want, since that shit was what fucked them up for the last 100 years to begin with. Not to mention there is no guarantee eating Historia would give Eren the control he needs to use the coordinate, or even if he needs to eat her, given that he gained hardening from a vial that said "armor" or something. He might just need to lick up some of her spinal fluid. There are so many unknowns involved that it's useless for them to consider sacrificing people in a plot that might not work or may backfire, when they've got several very real threats knocking on their door already.

I Believe That Ymir Is Alive

We’ve gotten her letter, we’ve supposedly gotten her backstory, yet we still have no confirmation at all on what her fate is.

We’ve danced around this topic for 4 years now and still, even when we get what some seem to think is her final words, we still are not shown that she actually died, or even what happened to her or where she is.

While things seem to be pointing to her having been killed, keep in mind:
Jean was shown to have been shot in the head, next chapter it’s revealed he was saved by Armin.

Erwin was going to be executed, that was drawn out over multiple chapters till he was saved at the last second.

Historia was going to inject herself, this was dragged on for a few chapters and it was even made to look like she did in fact inject herself. But no, it was a trick by Isayama and Historia made it out just fine.

Now we’re at Ymir, who has been said to hold a key to the story (Ymir herself as this was said in her part of the guidebook). She has been gone for years and we still do not know her fate despite there being numerous occasions were it could have been dropped, her letter being the prime one. Yet no confirmation is given and her fate is left up in the air. Again. There is no reason at all at this point for Isayama to keep her fate a secret if she truly is dead. So why would he continue to do so?

On top of that, Hange asks if there is a hidden message in the letter. Historia is unsure, but we see an interesting panel where Reiner is the one being made to watch Ymir while she writes. We know that Ymir can read, and possibly write, a language that Reiner can’t understand. We also know that this language is simply a mirrored version of the wall language. Ymir could have easily snuck a hidden message in that Reiner would not have noticed.

Until a body is actually shown I firmly believe that Ymir is still alive somewhere.

They're all fully aware of what the coordinate does to a person as far as making the go nuts. The interesting bit we got from this chapter is that memories of the future can impact the present, so the whole "First King's Will" bit might have less to do with atoning for the past and more to do with whoever holds the coordinate basically losing their free will because they know how the future turns out. If anything, that's why the coordinate went to someone who can't fully utilize it, because if you're a royal you can't act independently of what you know will happen. Well, that or you realize you're being fed false memories (depending on if future memories can prevent that future from happening) and you can't believe anything you think is going to happen, but it's a living nightmare of shit that happens just as you saw it and shit that doesn't happen and everything turned out different.
