Also, technically, Polnareff's injuries from Cream didn't hinder him in Part 5. In the ending, he can stand and say goodbye to Jotaro and Joseph. It's when he falls off a cliff after fighting Diavolo that he becomes a cripple.

There are a ton of things in JoJo that just get brought up and then completely ignored because either Araki forgot (which I don't believe) or he just regrets it and doesn't want to commit

Bites The Dust is simple, it's ridiculous power comes from how contextual it is. It seems super overpowered but it literally only works for Kira in his exact situation.

Basically, Kira lost his cool and killed Hayato despite the fact that that is a really fucking bad idea since the Duwang gang are already investigating him. He has a breakdown breakdown and the arrow pierces him a second time, giving him an extremely specific third bomb to assist him in the exact situation he's in.

So he activates it on Hayato's corpse, which manually rewinds Kira himself back 1 hour. Then he just keeps his cool and goes about the night normally, that's why Hayato didn't know anything had happened. But since Bites The Dust has been planted in Hayato, from then on it's automatically going to activate when Hayato does something to compromise Kira's identity and will send Hayato back 1 hour with Kira not being aware. That 1 hour will continue normally with "fate" mumbo jumbo meaning whatever Hayato did in the first loop is what will happen in the second.

So in the second situation, he would have planted it in the nurse and sent himself back 1 hour.

Basically, Bites The Dust is an ability made to get Kira out of a situation where his ability has been compromised and then weaponize the person who compromised it so they cannot do it again.
