As is often brought up, way back in 1996 or whatever when Detective Conan was started, Aoyama intended it to be a relatively, if not very short-running manga. It wasn't supposed to go on for dozens of chapters, let alone a thousand and 2-3 decades.
Aoyama has said that, because of that, the leader of the Black Corps. was going to be someone close to Conan and company for a twist. But then Det, Conan turned into a cultural phenom and who the fuck knows anymore.
I mean, realistically, even "realistically" for a manga with Det. Conan's own internal logic there should be no way Mr. Big/"ano kata hito" should be anyone Conan would know or recognize. It should be some random corrupt businessman or politician from halfway around the world.
It's already been dumb enough that a few of the Black Org. members like Vermouth have been connected to Conan/Shinichi and his family.

Sonoko's father as the head of a massive financial empire is someone powerful enough to realistically be the boss of the BO and close enough to Conan to fit with the mytery writing trope of "X was the culprit all along"

There are no "rules" of mystery writing.
There are thing like the Van Dyne and Knox lists, but there are many mystery writers who say 'fuck them', and for good reason. Conan Doyle/Holmes himself (although they came way before the lists) break several of the rules. I say fuck those lists too, there are plenty of great mysteries that ignore them. I mean fuck, I think BOTH lists say things like "no secret passages" and similar gimmicks and those are awesome.
That aside, the Black Org. isn't a "Mystery", like one of the things Conan solves Murder She Wrote style,, the Black Org. is a crime syndicate. Dr. Claw wasn't someone that Inspector Gadget knew, classic Blofeld wasn't somneone that James Bond knew (fuck the new version in Spectre with Daniel Craig). Big Bosses don't need to be people we know.
It's enough that people like Sharon/Chris and others have been related to Conan and Ai and others respectively.

Something interesting if we look at Gundam voices, which we know is a thing with Conan, is that Jirokichi shares a voice with Degwin Sodo Zabi and Vermouth shares a voice with his daughter. Could be an answer to Vermouth being the Boss' ... daughter? Maybe she's somehow related to the Suzuki's like adopted?

I mean, I've been rewatching and am in the 400's and I don't think I can remember meeting him. So while he's someone we "know" exists, and I agree he could fit, it's not like he's someone whose around all the time as a part of the central cast that would "shock" anyone.
