I wouldn't say outsmarted. But he was figured out by a man's son; the son of the man he was impersonating. He could have killed Hayato at any time though, he really wasn't kidding when he said that. As a matter of fact, he DID kill Hayato. It's what triggered Bites the Dust.

What was working against Kira's favor was karmic justice. Every single coincidence that took place was just the steady approach of justice. It couldn't have been avoided unless he went out of his way to eliminate the Stand users.
