I bought Hyperdimension Neptunia re;birth1 yesterday and I'm enjoying it so far. I wish I bought the bundle from humble bundle that had all 3 games plus all DLC for $20, but oh well. I don't usually play JRPGs like this so it's a nice change of pace, even though it feels like a grindfest.

In regards to plans. You need them to complete certain quests. The monster changes are important in regards to this. You also unlock new dungeons with them too. There's a factory in Planeptune that with a monster change is ez pz grinding. Baby Whale is the monster name. Highly recommended early game grind.

Plans in RB2 and RB3 remain the same with added stuff. RB3 actually turns EXE drives into plans so look out for that.

To your second point. It's kind of an obvious yes. If you enjoyed the cast of characters in RB;1 then you'll probably want to continue into RB;2 and 3. RB;2 takes a bit of a tone change with Nepgear as the MC. There's a chance you may find it boring. But technically it is the first story in the only canon line. mk2/RB;2, to Victory/RB;3, to VII.

Games not worth playing is hard to say. I'd say PP isn't worth it as it's a cheap idol sim with 5 songs.

U and Blanc VS Zombies is an action game like Senran Kagura (same dev) but worse overall. They're meh to me.

Hyperdevotion Noire is an SRPG, and it's an ok game with some challenge but it's relatively easy in parts. Play if you like Noire, but do note the Self Insert male warning.

Nep VS Sega Hard Girls though is great and I would recommend that when it comes to Steam it's an actual RPG and I really like the gameplay of it. Story is good too especially if you watched and enjoyed the Sega Hard Girls Anime.

4GO isn't out it's like U and Zombies. Looks Good so far though.

I recommend playing them in the order of RB2, then V-II, then RB3.
RB3 has awful writing as the company was trying to pander to a specific minorty audience that disliked parts of the second game. The writing was so bad that the company completely avoided mentioning it in V-II. V-II is more a sequel than RB3. Even though it comes after it.

What I suggest is play V-II before RB3 because RB3 is very divisive. If you play it before V-II, you might drop the series before V-II which would be a shame. V-II is objectively the best game in the series. It's not without fault but it's damn good. Since you don't need to play RB3 before V-II, then you can just play that after 2 and then decide if you want to play 3 or not.
