Well we will soon find out why exactly in the Laplace spinoff, that story is really shaping up do something great.
Hitogami has already started his usual shenanigans. One of the Dragon generals has been killed and the 'culprit' turned out to be from the demon world who after interrogation(Before getting killed) told them that he was ordered by the Demon God to perform the assasination so it could slow down the development of the dragon world.

Of course the Dragon God knows something is up and decides to delay something like going to war with the demon world even though the dragon generals were in favor.
For his accomplishments he makes Laplace one of the dragon generals to fill in the empty spot and asks him to aid him in the negotiaions with the demons
