Why do so many fight scenes in anime have the bad guy stop and have a long exposition in the middle of the fight?
Because animating the actual fight is hard

Honestly? Probably because so many of them are based off of manga and LNs, or even oldschool tabletop rpg AARs, all of which allow for "talking as a free action." A panel in a manga full or monologue, or a paragraph in a LN or dnd AAR don't break flow as much as pausing a fight for a monologue in an anime does, but Japan is scared of deviating too much in their adaptations (just like they're afraid of so much other innovation), so they just adapt it as is instead of trying to find a better way to fit it into an animated medium.

Talking is a free action. Manga can be read at any pace, so Dio can monologue about having seven seconds of frozen time for about a minute
