Naruto has overall better animation than any other long running anime like it, by far. Even fillers look good

And the fighting coreography is easily among the best of any anime, be it 13 episodes or 24 or 50 or 100.

OPM has all the budget in the world, it's a little short series but none of the fights have any decent coreography, it's literally just web animation with melting walls and light dots moving fast

One easy way to do this is to make the conflict between the two combatants be something close to them and personal like what they did with Kirei and Kerry. Gil vs. Shirou was not the key battle of the route, but in K&K the buildup felt contrived. Like they needed that to be some kind of epic rivalry that didn't have a strong enough foundation. Kirei is just a hard target to Kerry, and Kirei hates Kerry because he thought he found someone like himself but turned out he has the chances for happiness but keeps throwing it away. It's basically aping off Shirou vs. Kirei but without the same thematics and proper buildup. The battle isn't too complicated either; It's both of them goin' "I gotta kill this guy"

Basically, a fight where people punch and shoot each other to death has more impact than spamming magical swords. Also, Kerry's victory is eventually because he is even more soulless than Kirei. It's determination in the wrong way, so that makes it more interesting.

Also, the abilities they throw at each other have been demonstrated in all their gory awesomeness. From the horrific scene with Kayneth to seeing the MC's two waifus getting beaten to an inch of their life by Kirei -who also uproots a damn tree while at it. That helps with the power of the scene enormously. Also, it has more ups and downs and variety than Shiro's two final fights in UBW.

Ichigo vs Grimmjow was probably the best overall fight in the series in terms of buildup, choreography, back and forth, etc..etc.. The only real issue is the animated version was very meh and the the ending was your typical power of love asspull horseshit.

Because UBW (and SN in general)'s fights from the start is a fight of Shirou against himself, from the very beginning in Fate route, where Archer gave him hints to use projection. The climax of both fights is not in the defeat of Archer/Gilgamesh, but the acceptance of himself and his ideals. The main problem was after the original series the main plot kicked in and that's where it was for years and years until it reached its ending. The final battle scene was like 50 episodes worth of content or something ridiculous like that like what the fuck are you supposed to do with that. It's the same with haruhi. You had all those early episodes where literally nothing happened and then when you think it's going to get good they repeat the same episode 8 times and you've got basically nothing left to work with
