Because the money for it would come out of their own pocket since anyone with money or connections to said people are so risk averse to trying anything that strays too far from the tried and true formulas that have resulted in us getting mostly the same shit every season with few exceptions. Some other studios have literally bankrupted themselves after their original anime failed to bring in any decent DVD/BD or other merchandise sales due to failure to attract an audience. I wouldn't be surprised if anything they have has made it past the brainstorming phase since they're probably hesitant to commit on something that could literally make or break them. So at best they might have a rough idea of what it would be but it will never see the light of day until they're confident it can attract enough of an audience for them to at least break even, if it doesn't change anything for them at least it can work as a form of advertisement for their studio towards anyone mulling an anime adaptation.
