It doesn't really matter, manga is translated by such moronic amateurs that any minor annoyance from capital letters pales in comparison to the combination of completely incorrect translations and ESL-tier writing ability.

Almost every comic in Norway uses capital letters.
The only big exception I know about is the Donald Duck magazines. (The book releases use capital letters)
Donald Duck has been the top seller for half a century though, so it's a pretty big exception.
