As MC extensively explained, the PW abilities are not some super powers gained through genetical modification or otherwise. In is more like they are living in the Matrix and everyone with abilities is Neo - able to influence world around conciciously or unconciciously with their thoughs.

So people can manifest/change things depending on their mentality in different ways, as well things can be influenced indirectly by "collective" thoughs or even "though remainders/fragments".

So essentially they all are "dreaming" and sharing a dream, able to influence it to specific degree.

It is explained that Phantoms are the birth of repressed emotions, that's as much explanation as we get, but they never delve into ability users other than people born after the incident can posses them, probably because their brains aren't fully developed yet.

Haruchiko calls Reina a Phantom Eater, naming conventions imply that there's rules and a way to categorize special ability users. As >>151105759 points out, the anime just shows a handful of abilities.

The reality is - Phantoms started randomly appearing on Earth, with devastating impact, leading to most of Earth populace dieing and hiding underground.

Select few established the "fake" world to preserve the memories and souls of people, while at same time in real world trying to fend off the Phantom invasion.

Anime though changed plot. In vol. 1 MC LOSES at the end to the witch, in next volume awakening in "reality".

Vol2 had bad reception though, so the whole plot was quickly wrapped up and somewhat retconned so vol 3 continues "as normal", not retconning but pretending vol2 events are not relevant.

Anime decided not to go in that direction at all and thus didnt include actual villain of vol 1, replace her with Enigma instead.
