I felt like they used the DIO theme this episode because they wanted to not just reference the previous arc and finale but to reincorporate the idea of "everything is going to hell" that his theme represents. It fit how Kira's death is incoming and things are going down the shitter for him and he's terrified of it. It works because the theme starts playing after Jotaro reveals himself, as in, the heroes are now this terrifying force of destruction coming to wreck someone's life. Only it's Kira's. We are practically seeing things from his POV when this theme starts playing.

I hate how they replayed that theme over and over again for DIO's World thus overusing it and making it lose it's impact (one of the many problems with the DIO's World anime fight) but here I felt like it was kinda neatly fitting, even if it might seemed lazy.
The entire episode might be one of my new favorite JoJo episodes, it was a fantastic adaptation of one of my favorite parts in Diamond Is Unbreakable.

Imagine DIO trying to use those eye beams in stopped time.
They are not actual beams, they are basically DIO forcing fluids out of his body. It's basically like a hyper-concentrated piss.

Now imagine DIO trying to piss in frozen time. He's not going to be able to, because those fluids, once they leave their initial momentum, become a separate thing. Frozen time in JoJo essentially shows that the characters can activate an inital force or reaction on their own (DIO throwing the knives, Jotaro starting the fire) but they cannot extend it beyond their actions (hence the knives stalling in mid-air and the fire only working after time is unfrozen).

The "beams" would stop midway through the time stop. And if he went close enough to Jotaro for them to even work, he would get blasted by Star Platinum because he can't approach it directly.
There's even a JoJo Drama CD where DIO tries to use both the eye beams and the freezing touch and they both fail miserably.

The tactical advantage of the knives is that there are a shitton of them surrounding Jotaro to the point that he can't punch them all away, at least some were bound to hit. They essentially circle him. Even if they can't damage Star Platinum, they put Jotaro in a checkmate because he can't block all of them, they are too many and coming from too many different directions.
The eye beams cannot do such thing unless DIO somehow manages to rapid fire them from multiple different directions, which he obviously can't do.
