The only viable solution would be to trick the population to head to various "shelters" for safety reasons.

I wouldn't really use any other form of selection as it would just increase the chance of people suspecting something is wrong.

The Ideal method of elimination would be to seal the selected shelter and gas the people inside. But it might be necessary to order soldiers to open fire.

Unfortunately, it is not, in general, though I don't know about that specific case. There is a school of schooling that states that kids learn multiplication better if they learn to mechanically imagine x groups of y objects to visualize x×y, and only learn about commutativity later (because it is not obvious why 3 groups of 5 carrots and 5 groups of 3 carrots have the same number of carrots, one have to work with abstractions for that). The answers can be seen as coming from kid who groups by the wrong number. Of course, if someone already gets the multiplication, there is no point in teaching useless actions that will be discarded later, but, as usual, the curriculum evens the weeds that are considered equal if there is no good teacher making personal decisions.

That's just primary school and basic math. Now imagine how compulsory education systems wreck (or build?) the whole population.
