They weren't forced to kill. They didn't order them, they didn't need to, they just need to tell them they COULD. They were told they just had to get and keep a matching pair however they could, and including killing.

It's just that killing the other guy can be considered a very sound tactical option.

Killing them and then having an extra scroll means they're NOT stealing it back just before the next fucker shows up wanting to kill you for a scroll.

The exams were basically a game of war where countries get to act tough. Altough Kishi didnt really go trough with the original idea since he just killed some minor characters while all the cute rookies got to the next stage alive.
