They started introducing too many characters, season 2 was bad enough with that and she had a fraction of the time as S1 but when you kept all the S2 characters around and added a bunch more it was impossible to give all of them fair time.

IIRC, Tsuzuki said in interview that they wanted to focus on other characters in S3 who didn't get enough development in S1 and S2. Eclaire had enough already (she spend a lot of time with Shinku in S2), so they sidelined her.
