Dio's level of arrogance was on the level of wanting to look down on literally everyone and everything. He wouldn't settle for just gaining a share of the Joestar fortune and stepping higher in life from there. He wanted it all to himself as well as to see Jonathan suffer horribly. He had a good plan going to murder Jorge until it all fucked up. Then he became a vampire and went on an insane powertrip. Getting his shit kicked in and sitting in a coffin for a century let him cool the fuck down and walk out a more composed, charismatic and ambitious person. Later parts show how much he changed in character with how much more philisophical and contemplative he became but that final battle with the Crusaders brought out his insane arrogance that defines him and led to his demise. That's the way I like to look at it at least.

It depends on what you mean by 'sentient'. In the beginning of Part 3 it seemed like all Stands automatically protected their users if possible but we know this isn't the case. And even then a Stand acting without the user wouldn't necessarily make it sentient. For something to be sentient it has to have the mental capacity to perceive and feel emotions. Going by this definition most Stands aren't sentient. Star Platinum makes angry and happy faces but that doesn't necessarily mean it understands happiness or anger. Just like a dog can feel happy or sad, but that doesn't make it sentient. It has to be able to understand those emotions.

Stands like Anubis and Cheap Trick are sentient. Star Platinum and other Stands that can automatically protect their user have survival instincts, but aren't sentient.

SHA has tons of weaknesses, though. The line is meant to sum up Kira's naivety. Crazy Diamond, The Hand, Star Platinum's Time Stop, Love Deluxe, and Surface (assuming the copy has no body heat) could all counter SHA to some degree, with CD and The Hand countering it almost entirely.

Kira can literally unleash SHA in a given area and just walk away. It relentlessly pursues its target, is impervious to physical damage, incredibly destructive, and, at least at the time, was COMPLETELY INVISIBLE. All without Kira needing to even be near the target. He could be on the other side of town or possibly even farther.

I think the phrase about it having no weaknesses is more about its boundless utility in terms of being able to kill and destroy.

The stats are mostly arbitrary according to Araki, they were mostly for helping people understand the concept of Stands back when it was something new and innovative and that he never put much thought into them since they don't have any bearing on the plot. It's one of those things it's best just to not think about.
