Uh. Fortress and Strike Cannon are separate components. Raising Heart is also a separate entity altogether. Nanoha uses all three. Vita and Erio only use Strike Cannon.

The OP pic just has her using Strike Cannon without the Fortress components.

Tsuzuki can create appealing characters, and others not so much, but other than A's his stories haven't been much better than average, while others are clearly very uninspired.

I believe he just got lucky creating Fate, Nanoha, A's, and getting Seven Arcs to book Yukarin and Nana, they pretty much have been riding over that success for years.
