He was SS2 when fighting against Blue Vegeta and nearly died, and because he was healed, he'll most likely attain SS3 and then finally SSR.

With very little info, and only the name "Universal Survival" arc to go off of, I've only seen two real theories: 1. There's a new universal threat that's so strong that all of the Z fighters are needed, not just Goku or Vegeta, and 2. This is actually the multiversal tournament arc, but it's given this name because only the winning universe will be rewarded, while Zeno will destroy all of the losing universes. Hence "Universal Survival". Perhaps the tournament is a sort of Battle Royal style with unlimited entries per universe, so they take all the help they can get (meaning Android 17). If this were the case, this is obviously more than enough to get Gohan to train and enter. It'd also be pretty fucked up, even by Zeno's standards. Though, and I've been seeing signs of this for a long time, these tournament rules could lead this arc into a multiversal war arc. From Goku's "pawns" comment to most of the antagonists being gods so far (Beerus, Champa, Zamasu) so far, to how unnecessarily destructive Zeno is, I would be totally shocked, yet at the same time not surprised, if the Super turned into a mythological war story between God and Man.

Before Black showed up we know Trunks was weaker than Dabura, since he needed the Supreme Kai's help to kill him. Dabura was about as strong as Cell, and it's safe to assume that at the time Zamasu stole Goku's body, base Goku was much, much stronger than perfect Cell.

Now there was peace after Dabura, so Trunks most likely trained less. Black would undoubtedly have crushed Trunks at this time, however chosing not to kill him. Trunks mentioned to Goku and Vegeta that he has been training every day like his life depended on it, most likely meaning after Black first showed up, since that's when his life depended on it.

During this time Trunks went from weaker than Dabura to current Goku Ssj3 level, I'm assuming Black constantly kicking the shit out of him helped. Black was most likely careful during this time to continously fight Trunks while he was somewhat weaker than Black so that he can abuse zenkai boosts, leading to Black always being stronger.
