I mean, doesn't he have to anyway when it's any other NP? Though maybe you're referring more to the fact that the consumption rate would certainly fluctuate as Shichika fights servants. But yeah, that would still be in effect but the thing would be just how much mana would it take for him to take out a servant. He fights some people that could be servant tier potentially but it might be too much for him to actively fight. Could be really useful as a replacement for UBW against Gil since Shichika can just cover for Shirou by breaking every NP shot at their general direction while Shirou whoops on him. But against, say, Hercules I doubt he'd be too useful. Sure he could break his rock slab of a sword but Herc wouldn't give a fuck and just squash him. Not easily, mind you. It'd probably be similar to EMIYA fighting Herc in that he'll put out a good amount of damage on that huge fucker but he'll still die.

Shichika has no chance against Hercules but if he really is summoned as a sword there's nothing stopping Shirou from summoning him again or more of him at the same time. Technically he should be considered an item in this case.
