That was when she truly let go of the guilt and shame surrounding his death and in her own way avenged him. The final arc was to reveal her long overdue bankai, get a fight, hear the words from Byakuya that she's been waiting to hear, and finally become a captain. The fact that an Ichigo/Rukia tagteam didn't happen doesn't bother me since I would've preferred a Uryu/Ichigo one-a better one than the one Kubo gave us.

I'd say you are describing what mainly do Ichigo and Rukia. And they have even had a lot of paneltime. So, unless you are counting filler episodes, they showed their relationship in a nakama sense. As Kubo said, they haven't exactly a friendship, nakama explained their relationship better.
In comparison, with much less paneltime Renji and Rukia's relationship showed more variety in the sense of personal relationship

I'm sorry, but I disagree with everything you just said. Whenever Ichigo and Rukia interact, it's... engaging. Most of the time interaction between the canon couples feels like filler to me (exceptions include things like Ichigo's fight with Yhwach, which IMO are rare - and if your love only blooms on the battlefield, then I'd argue that it's not a good one)

Ichigo and Rukia's relationship was always a mentor/student/younger brother.
And it became repetitive. Their reunion in the fullbring arc was too much similar to their previous one in the Arrancar arc.
In my opinion Kubo finished the development of their relationship at that moment, with both thankful to the other (which they already had did before), and he didn't have anything else to show of their relationship, because it would be again repetitive, so Kubo didn't focus again on their relationship except as a symbol of the series.
