Izetta and her grandma were gypsies so they lived all over Europe as time went, coincidentally she mentions flying the trip to the Mediterranean before with grandma. We know she was in a village close to the royal family's villa at some point as a child where she met Fine and was probably taken from a different village elsewhere because Fine hadn't seen her in a long time.

If I had to guess Italy. Fine was traveling by train to neutral swiss territory to talk to Brit guy and the captured pod thing was being moved by rail quietly to Germany on the same route that would have started in Italy, gone north through the alps into Switzerland, (There were very few rail lines through the alps before tunnel machines) and supposed to continue on to Germany. Because the seal was broken for a little they were all loaded on that plane instead and it went down in Eys near the German border (German fighters were in range to investigate) around mountains that would likely be found in the west of Eys as expected. Would also explain how Izetta got them to meet up with a retreating garrison force from the Eys border retreating south probably.

I do like how a lot of the older male characters look in this show. There's a lot of variety among them, despite them all being side characters with barely any screen time. I don't think we know that she was planning on killing Sophie then. For one thing, I doubt she plans on killing Sophie now (despite the fact that now she has much more of a reason to want to). She was probably aiming for some manner of disabling her ability to fly, or otherwise stopping her in some way. And if you're going by the lances, it's not like she doesn't have the ability to immediately and dramatically change what the things she controls are doing when she needs them to.
