As a whole it doesn't. Some sections are great, like DIO's World and the egypt arc but by the by it's one of the weakest parts overall the adaption doesn't help either as they made it a 1 to 1 adaption which fucked the pacing right up.

Fucking wew lad. Also P4 is one of the strongest parts in the series along with 2, 7 and 8.

I think there's a noticeable increase in quality around or after the freighter boat, although there are still some less good episodes in there as well. Egypt arc is pretty consistent in being great, so if you make it there you're set.
