I heard the manga was originally going to be called Night Raid, but an editor wanted it changed.
I think the mangaka just didn't come up with anything to really gave her much impact. She's emphasised as the deadliest member of the team, and usually got the killing blow in team missions, but she doesn't often drive the story.
The conflict with her sister seemed like it'd be a big deal, but it quickly got shunted into the background, not seeming to matter that much to either character.
