(a) it's mainly SEX. No Key anime with mainstream companies will ever be 18+ (the all ages version of it is pathetic);
(b) there isn't enough material for neither a 1 cour or 6-ep OVA. They could stuff Kappei route together to make it fit but it's a different staff and a whole mess on its on.
(c) Maeda is fucking dying of heart problems somewhere, they can't adapt new Clannad stuff without him.

I have no problem with Kai. He is good and was with Key long enough to know what to do. Not mention that with Maeda based story concepts he can work amazingly. And keep his style of narrative.
More wild cards are however other two writers.
I'm very happy for Yuu Niijima. His Hatsuyuki Sakura (https://youtu.be/NfNjCyCYUzw) was very Key-like while also having very own specific and an extraordinary atmosphere. So he is great choice for new work.
On the other hand I absolutely have no idea what expect from Hasama, except bringing a lot of lewd and harem theme given by nature of his previous works. However I won't be surprised if he was there to wrote one filling route, as he did in past many times. It will probably depend whether this will be all age or 18+.
