Its all subjective who cares.

Like all media the majority is lowest common denominator trash.
Probably 10% of anime can even be in the running to be called "art", the rest is fun but TV show tier.

There is some good anime worth rewatching but you can count them on one hand or find several others that can satiate your craving for that particular type of anime you are having.
Anime is throwaway entertainment and thats ok

anime has the power to be beautiful art tier but like every other medium you'll only get a few a year if that that rises above the trash that is 75% of anime.

If we are considering all anime ever made.
Great: probably less than 1%.
The rest is trash so who cares.

Going by MAL's numbers, something like 120 new, full length TV anime are added every year, and 40 shorts.

I would guess that of those 120 anime, a quarter are so bad no one even cared about them while they were airing (using Winter 2014 as a random example, Wizard Barristers). Another quarter were watched, but have fallen into obscurity since (Wake Up Girls).

From the remaining 60, maybe half of those are okay but nothing special. The other 30 are the candidates for "greatness". I'd reckon anybody could find 5 a year in that bunch that they thought were of notably good quality, though which five they'd pick would vary individually. That's also roughly one "great" anime per season, matching with most people's habit of declaring their AotS.

Meanwhile, MAL lists 3,673 TV anime. This includes Chinese productions and shorts, so the actual number would be somewhat less. Movies and OVA are excluded.

If only 5 in every 120 full length TV anime are any good, I'd reckon that for a given person, there are about 100 anime in the world that they would consider great.
