TV animation is in a decent state with lots of talented young animators given opportunities due to increasing demand for shows. The downside is that there are still too many TV anime being made per season so it tends to take a toll on the staff due to demand outstripping supply for animation staff.

Depends on who your favourite animators are, I guess. There are some talented ones but I'll always prefer the "classics" I guess. Plus every modern sakuga show I can think of is terrible, so that probably has something to do with it.

The best animation is usually from high budget movies like Akira or GitS, haven't seen Your Name but patently it's Ghibli tier as far as animation goes.

To be honest we are seeing TV animation with such high animation quality that has never been possible before. Imagine a TV show, not a OVA or a movie, in the 90s or 80s looking like something like space dandy or the recent Flip Flappers. We come a long way. Now the writing, characters and plots have to get better.

Space Dandy would be an exception, one of the best modern TV shows in my opinion.
