Kishimoto changed it around. When Orochimaru summoned Hashirama and Tobirama in Part 1, they only had a small part of their power. Kabuto's Edo Tensei and Orochimaru's summoning of the four Hokage were very close to full power, but Madara and Hashirama were so strong that apparently Edo Tensei couldn't duplicate their full power. It was left unclear.
