Not him but for me it's because the decade is so inconsistent.

There's a large amount of anime in the decade that look like they may as well have come out in the 70s like most of the children oriented mecha anime, Captain Tsubasa, or even Lupin III Part 3.
Then there's the ones that do actually look solidly 80s like Dragon Ball, Urusei Yatsura, or Ashita no Joe 2, but it varies too much throughout the decade.

The 90s and 10s however are pretty consistent with higher highs than the 80s and don't have nearly as many lows as those more 70s looking anime of the 80s.

I'd contest the bit about the 90s being more consistent than the 80s, what with the move in some quarters to squashed and bug-eyed character designs, and the trend of making shitty reboots of 80s OVAs. (See, e.g., Bubblegum Crisis: Tokyo 2040.)
