Cops dealt with them since monsters didn't used to be common. When Saitama was in highschool it was months between monster sightings and as time goes on they become more frequent and more powerful so the association simply wasn't necessary back then.

Monsters were appearing like 1 times a year and they were weak as fuck that the an average guy could probably win. The stronger monsters only started to appear when Saitama could easily defeat them because of plot convenience.
