At the shrine before the second battle for Tokyo in R2, Suzaku made a plea to Lelouch that, in order to become redeemed, he needs to "become Zero" by living up to his lies - his fake identity. By continuing his deception to the very end, it will thus become the truth. Therein lies his death as Lelouch the liar, the emperor, and the rebirth of Zero, the ACTUAL knight of justice.

That's why Kallen says, confidently, right after Lelouch is killed, "It's Zero" and not "omg it's really Suzaku." But R3 is going to soil all of it.
