Yes, but I definitely agree that the gang war arc was boring and lame.

It's rare to see a manga as good as this. It blends humour, horror, scheming, and action with a few heartwarming moments so well.

Madhouse, probably. They can do a great job of animating the fights and balancing the serious sides with the comedy. If this was 20 years ago I'd say Gainax but the dream is dead. Trigger is too mad-cap, KyoAni doesn't do stuff like this, and Shaft is too oddball. Second place would be Production I.G. but they're too busy rolling in Haikyuu!! money to do much else.
